&#60;blockquote&#62;&#60;p&#62;This morning, Riverside police charged a Riverside-Brookfield High School student with unlawful use of a weapon for possessing a knife while on school grounds. Police said that the knife was never displayed nor did its owner intend to harm anyone.&#60;br /&#62;
The school's security staff located the folding knife and called police, who arrived there at about 9:15 a.m.&#60;/p&#62;
&#60;p&#62;Police said that it is against the law to possess any weapon on school grounds.&#60;/p&#62;&#60;/blockquote&#62;
&#60;p&#62;What law is that?  I ask seriously because I didn't know there was such a law, and some Cub Scouts have been known to receive their pocket knives in the course of advancement.  I didn't realize that bringing one of those pocket knives into school could get them arrested.&#60;/p&#62;
&#60;p&#62;I have another question though: how can you be charged with &#34;unlawful use of a weapon&#34; when &#34;the knife was never displayed&#34;?  What was it being used for?  Or is this some legal definition I don't understand?&#60;/p&#62;
&#60;p&#62;Maybe some facts are just missing from the story?

<description>&#60;p&#62;Having recently moved into Riverside I was suprised to see the story of the 2 subjects charged with kidnapping along with their relative who lives in Riverside. I thank the Riverside Police Department for investigating it so quickly and arresting all of the parties involved. I know that they are short staffed and only have 1 detective also. Nice work to all involved at the police department.

<description>&#60;p&#62;I know some folks in town that will introduce anyone that comes on their porch to swipe stuff to Mr. Smith And Mr. Wesson.  I saw allthis happen in nice towns like Mill Valley and San Rafael in Marin County.  It will get more prevalent as hard times grow.  I was in a Pep Boys today getting a part and a guy was busy swiping stuff, taking it to the car, and going back for more.  Manny, Moe and Jack went out to stop him and he pulled a piece and drove off.  (This was on Cicero Ave.)  High Times in the old town.

&#60;p&#62;&#34;The City of Champlin in Minnesota has been running the program since 1997. The program has worked for our city with a population of 23,000. The training we received from the Mesa Police Department was the spark we needed to get our program off and running.&#60;/p&#62;
&#60;p&#62;&#60;strong&#62;We had our program evaluated by Mankato State University and the results were an overall reduction to calls for service and crimes by over 36%.&#60;/strong&#62;&#60;/p&#62;

&#60;p&#62;&#34;Since my return from the conference and the implementation of the program on the use of the Crime Free addendum our call volume in multi-family areas have dropped tremendously. Landlords/managers have been following through and enforcing the rules they lay out. They have made it clear that causing problems is unacceptable and will not be tolerated. They know there is a way to stop the problems and they know it works because they can see the proof in their own results. To my knowledge there has not been anyone to contest to their eviction based on a violation of the lease or lease addendum. If they have, they have not won.&#60;/p&#62;
&#60;p&#62;While I cannot give an exact percentage of call volume decrease in multi-housing communities, I can tell you as a shift supervisor my crew spends a lot less time answering calls in these areas. The change has been tremendous and continuous. My officers have also noticed a change and know how the rules work. I am grateful for the information I was given and have been able to use. &#60;/p&#62;
&#60;p&#62;One of the great things about this program is it is not hard to get support. Rental properties are often about money. If you show someone how they can save money and keep the units full with good people then people will listen.&#34;&#60;/p&#62;

&#60;p&#62;&#34;Based on the model established by The City of Mesa, we have seen a &#60;strong&#62;dramatic decrease (up to 60% at some locations) in the number of calls for service at apartment complexes in the city. The crime rates in these complexes are lower and the quality of life for many of the residents has gone up!&#60;/strong&#62;&#60;/p&#62;
&#60;p&#62;The partnership that has been forged between our participating communities and the Sheriff's Department has proven time and time again to be invaluable! Just this past summer, our city was plagued by a group that was heavily &#34;tagging&#34; areas of the city. &#60;strong&#62;Regular patrols and high impact patrols were not bringing the results we needed.&#60;/strong&#62;When one of the vandalisms hit near one of our Crime Free locations, it was as if the floodgates of information opened up. The Community manager began spreading the word about the problems to the entire community. We obtained information that was essentially, the last piece of the puzzle on identifying and catching our vandal.&#34;&#60;/p&#62;

<description>&#60;p&#62;Well, Catherine, my belief is that due to the fear of crime, governmental bodies sometimes enact laws and procedures that are often mere window dressing and have little or no effect on criminal activity or the root causes of crime.  My view is that this is one of those cases.  As I said, if a landlord wants to do this, fine.  I don't agree with the government mandating it.&#60;/p&#62;
&#60;p&#62;I do think that landlord-tenant law tends to favour the tenants, and that eviction procedures are unnecessarily onerous, especially for small-scale landlords, who may not have the resources or time to effectively pursue them through the courts--however, that is not an issue that a municipality can address, other than through lobbying.  However, in some cases, the landlords are the problem, and I think that a more active inspection program, with serious fines for violaters, would have an impact on reducing the number of problem buildings.

<description>&#60;p&#62;Well, John, I guess you will have to ask those hundreds or thousands of municipalities around the country that have adopted it why they are wasting their time and money.  Taking drugs is illegal too.  It is generally considered better to put even more roadblocks in its way than that.&#60;/p&#62;
&#60;p&#62;I am just researching it myself, but the fact that it has become so widespread and that police say it is effective inclines me toward it.  You are free to research it as well, or if you have some other crime discouragement ideas, I would be interested in hearing those.  I think it is good to create and get a reputation for zero tolerance.
