<description>&#60;p&#62;Catherine:  There have been periodic attempts to make the concept of a Real Estae Transfer Tax available to non-Home Rule communities, in other words, if passed a place like Riverside could put one in place without having to convert to Home Rule.  This never seems to go anywhere, so it is sort of a Red Herring.&#60;/p&#62;
&#60;p&#62;On the second, I suspect it refers to the Harlem businesses being asked to agitate for the idea of a B1 TIF.&#60;/p&#62;
&#60;p&#62;You probably got the 2007 Annual Report in the mail as I did.  I didn't see anything that would let people unerstand how much tax money has been spent on consultants, or continues to be spent.  I liked the pictures on the front page, though.  Kids at Hauser that participated in the Arbor Day planting of the Serviceberry tree in front of the school, more RBHS kids at the Swan Pond Tree planting, and hell, who could be against a nice old fire engine like #2?  I thought the back page reference to the &#34;outcome based controls to insure that future development fits within this historic communities scale, character and pattern of existing development&#34; was ludicrous, considering it allowed the VC to be built, but then maybe they meant some place else since it should have been the possessive  &#34;community's&#34; instead of  the plural &#34;communities.&#34;   I guess since we are &#34;lean and mean&#34; we  are short on proofreaders.

<description>&#60;p&#62;I looked this doc over.  A couple of things I noticed.&#60;/p&#62;
&#60;p&#62;Under Property Transfer Tax and Home Rule issues, it said: wait to see how legislative initiative does.   What legislative initiative?&#60;/p&#62;
&#60;p&#62;Secondly, it said involve businesses in lobbying for Village (read administration) positions, interest expressed by businesses.  Who are these businesses, how did they express their interest, and what positions are they or will they be lobbying for?

<description>&#60;p&#62;Apparently this meeting is had yearly (I do recall one last year) and gives an idea of the priorities of the administration for the year.  It is therefore worth a listen, and a comment where desired.&#60;/p&#62;
&#60;p&#62;There exists a memo dated late Feb '08, 14pp, which is a draft of the plan.  I do not know whether it is at the library.  &#60;/p&#62;
&#60;p&#62;I believe the rule or convention is that any document under discussion must be at the library, or is at the library, by the Friday preceding the meeting.

<description>&#60;p&#62;Mike - you can check in the library to see if a copy of this plan is included with the packet of materials that is supposed to be the same as that supplied to each Trustee.  Should it not be there, then it may be available at the Village Hall, or it might have to be requested through FOIA.  Presumably this is the same Strategic Plan that came out of the meetings held at the Zoo, but of course it could have been updated and/or amended since then.

&#60;p&#62;We just wasted all that money to the TIf consultant KMA for the TIF (financing of action items) without that community endorsed comprehensive plan on what to do. The TDO was really a sub area inventory of options; KMA said it satisfied the comp plan requirement, but that was obviously his vested interest and not our town's interest talking. I can even see that.&#60;/p&#62;
&#60;p&#62;It was, sorry for the harsh word, pathetic, almost embarrassing, to see the trustees trying to plod through that worksheet of items on 4-23, trying to spell out specifics for 3 hours, since, after all, they heard a call for more specifics in the TIF plan. &#60;/p&#62;
&#60;p&#62;In the business that I am in, systems development, there is a saying that you cannot cheat the requirements phase of a system's life. REquirements phase is a phase in the systems life, in conjunction with the system developers and the business owners of the ne system, where the goals of the system are clearly stated; it is what we are designing to, our measure of success; what we want to do ; what is required.&#60;/p&#62;
&#60;p&#62;If you charge ahead in doing a system on what some systems developers THINKS is the right thing, INVARIABLY, the system is wrong and there is a whole lot of re-do and expense. Our Historic town cannot afford a whole of re-do. Chaos beckons with every sorry parcel that is plowed over without due consideration to the affect to the whole of Riverside, including the vision of what Riverside is.&#60;/p&#62;
&#60;p&#62;THis is just common sense. Sorry to sound technical.&#60;/p&#62;
&#60;p&#62;I like the house analogy. It would be like charging ahead with a house without an understanding of what the customer wants and needs.

&#60;p&#62;My wife told me today that someone told her that a couple people said they watched the board meeting on tv monday night and noticed that the board was saying the referendum did not matter and that they were going forward with the tif anyway (their characterization). They both thought it very odd. One said the word 'nuts'.
