Hm. They serve food there, so that is a "tavern" under the ordinances. Not a "tavern lounge."
Per the Zoning Ordinance, at 10-11-3:
TAVERN/LOUNGE: An establishment primarily involved in the sale of alcohol for consumption by patrons on the premises. This use may include accessory food sales and/or indoor recreation, but excludes "live entertainment", as defined herein
Interesting since the Board recently said that no establishments that served liquor without food would be legal in Riverside, and that is exactly what this language permits.
Yes and no. The code permits tavern/lounges as a special use in the retail core of the CBD. However, if someone seeks to open up an establishment under the special use provision of the code, the Board has final approval, and they could deny a license. So, when they said that they wouldn't allow taverns without food, I think this is the approach they took--the code might permit it, in theory, but the Board won't allow it.
I just wrote to the village president seeking clarification.
It is not permitted at all in the B-1.
Perhaps it slipped through some time ago in the cascade that was the B-2 retail core discussion. That would be an oversight from my sense of the recent Board discussion.
So, that translates to: What if, say, I want to open a bar/restaurant in the VC. Can I do it, or is it at the whim of the Board, or rather the Village Pres., who is also the liquor commissioner? Would anyone come in and sign a lease and do a build out in that type of situation, one where you have to "earn your spurs" as we were told was the case now. Would someone go on the hook for beaucoup dollars on the promise that "we'll think about it." Normally you have a defined set of rules, do this, do that,, pay this much and you can operate. Stay clean and don't do this, that or the other and we can't interfere with you. Maybe this is one reason why businesses don't flock here?

But I do know you can open a restaurant that serves alcohol here.
What I posted was essentially what our President said - "You come in, open up, start with beer and wine, and if you are a good boy "you earn your spurs" - his exact words. Who intheir right mind would invest what it will take to open the VC space on that system?
