    OK, I have to wonder what the Board is doing to change/amend these ordinances which seem (to my untrained eye) to protect the Village's water supply. Are they strengthening the codes - in light of all the new developments? Or are they making it easier for developers to not have to worry so much about putting in water supply lines? Is is something very innocent? If someone goes/went to the meeting, please share the motivation behind these proposed changes, if you will! (Last time I was aware of an amendment to the Village code, they made it easier to subdivide lots.)

    4-6-7: SANITARY PROTECTION:

    (A) Every direct connection between a system and a Village water supply line shall be equipped with a suitable brass-body, brass-fitted, check valve.

    (B) Discharge connections for the disposal of wastewater shall comply with the applicable State and Village regulations.

    (C) Cooling water that, after use in the system, is to be used for other purposes, shall pass through a free, above-the-rim discharge before entering other equipment.

    (D) There shall be a physical break between the Village water supply line and the piping of a system taking water therefrom, so arranged as to make impossible any back siphonage to the Village water supply system. (Ord. 854, 4-23-1956)

    4-12-6: LAWN IRRIGATION SYSTEMS:

    (A)Underground lawn irrigation systems may be installed in the public right of way adjacent to private property by the owner of said private property provided that the owner execute a covenant running with the land wherein the owner agrees to assume the full cost for the repair, removal or replacement of the system in the public right of way should it be damaged by any cause, or should the system require removal during the installation, maintenance or repair of a Village facility or any other utility located in the public right of way.

    (B)Every underground lawn irrigation system, whether on private property or on the public right of way adjacent to private property, shall be equipped with a reduced pressure principle backflow preventer assembly (RPZ) to prevent potentially contaminated water, sitting in irrigation system lines, from flowing back into the Village potable water. Every new and existing irrigation system in the Village is required to have an RPZ valve installed in a location approved by the Village Plumbing Inspector. Additionally, this valve must be tested annually by a certified tester. The test results must be submitted to the Village Plumbing Inspector prior to the irrigation system being activated every spring.

    (C)Failure to have an approved RPZ valve installed or to submit the certified test results prior to operating the system may subject the responsible owner, upon conviction, to the penalty as provided for by Section 1-4-1 of this Code for each such violation. In lieu of filing complaint in court, the proper police officer or other designated officer may employ the compromise and settlement procedure as provided in Section 1-4-6 of this Code, in full settlement, compromise and disposition of any claimed violation of this Chapter. (Ord. 2284, 5-17-1999)

    8-6-14: CROSS-CONNECTIONS PROHIBITED:

    The following regulations shall apply to connections between the Village water system and other sources of supply or fixtures or appliances:

    (A) Wherever a system of water supply piping is installed either inside or outside of a building or structure or on public or private property that receives its supply from a well, cistern rainwater receiver, river, pond, lake or any other source other than the Village waterworks system, such secondary supply of water shall be kept entirely separated from the Village supply. No connection of any kind either direct or indirect shall be made to any pipe or system of piping receiving its supply from the Village waterworks system.

    (B) No pipe or system of piping which receives its supply from the Village waterworks system shall be directly connected to a processing tank, vat mixer, heater, washer, pump, appliance or equipment used for storing, holding or conveying fluids or materials or for manufacturing or food processing or washing purposes. Such appliances and equipment are to be supplied from the Village waterworks system through an open funnel connection or open tank located not less than six inches (6") above the overflow rim of such container appliance or equipment.

    (C) No direct connection shall be made through the pipe or system of piping from the Village water supply system to any device, appliance or apparatus in which the Village supply is used to provide power through a water jet or other device creating vacuum or partial vacuum to operate aspirator, cellar drainer ejector, cleaner, sweeper, conveyor or washer of any kind or description.

    (D) Wherever fire protective equipment in any building, structure or premises is served by the Village water supply system, no pipe that conveys a secondary water supply from another source shall be connected to said equipment.

    (E) No plumbing fixture shall be installed unless the Village water supply enters at least two inches (2") above the level of the overflow connection. All submerged water supply inlet connections are prohibited.

    (F) No tanks, vats, utensils or other water supply devices used for other than drinking purposes and having a submerged water supply shall be directly connected to the Village supply, except water heating devices, heated water storage tank or a low pressure boiler. (1965 Code, Sec. 37.19; amd. Ord. 2291, 7-19-1999, eff. 8-19-1999)

    The cross connection control code change was proposed as a result of a deficiency finding on the 2006 IEPA water system inspection report. IEPA now requires municipalities operating water systems to have an ordinance meeting specific criteria. Some of the new criteria not found in our previous code provisions include:

    -biannual survey of water services protected by backflow prevention devices
    -right of entry to inspect devices
    -adoption of backflow prevention standards contained in the Illinois Plumbing Code
    -Retention of backflow device test reports for 10 years

    The previous code provisions were adopted as long as 50 years ago and have been overtaken by technology/regulatory requirements. The cross connection control ordinance adopted Feb 12 is actually more stringent. All that aside, we operate the water system under a state permit and have to comply. In short it was a "hafta do" rather than a "wanna do". It is good to have people interested in some of the mundane tasks our Village employees do to keep things running. I will take the opportunity to crow a bit. This was the first inspection of the system since we retired all the tanks, well #3, the Pine avenue reservoir, built 2 pump stations, a new system control and data acquisition (SCADA), and installation of an automated meter read system. The cross connection control ordinance was the last of 4 minor deficiencies to be corrected. In the water business this is not just good, it is huge.

    Mike ~ Thank you for explaining - I really do appreciate it. I understand and agree that it is a good thing (whether you "had to" or not) to strengthen this code, especially in light of the fact that with new development there is the potential for extra burdens to be placed on our old system. As for paying attention to mundane tasks, I know that the last few times the code was changed it was to pave the way for developers. Sometimes larger forces are behind mundane tasks, which is why my curiosity was aroused!

    Congratulations on your last inspection - you and your department should be commended for all that you do!

    I second that. Every day DPW is out doing all kinds of things we don't notice but keep this old place going. Mike has this really well organized and his crew, though smaller than he'd like, gets an awful lot done. Just these last two days coming into Riverside from other towns you noticed immediately the improvement in snow removal/road conditions, and it's alot harder to do on these roads and walks. After public events like the 4th of July Bash if you walk through Guthrie Park after 5 PM you wouldn't know anyone had been there that day - they have it so well cleaned up. We should all stop and tell the guys that are out there doing the work how much we appreciate them, and we should ALL pick up litter and can it when we come across it.
