    I sense that at times these forum discussions trend toward polarization and finger pointing. I want to start a thread here where concerned citizens can ask real questions about the Village TIF plan (without mudslinging) and where people in the know could feel free to answer these questions to the best of their ability (without mudslinging).

    I'll start.

    What verbiage within a TIF Document does the Village intend to use to prevent up front use of TIF funds as direct incentive to developers? Please define specific goals that would need to be met.

    How will TIF funds be used to maintain the integrity of the Village of Riverside as an Historic Landmark District, as conceived and designed by Olmstead and Vaux?

    Thanks for starting this thread, Tim. Great idea.

    I've got a question:

    Does the village intend to use TIF funds for the improvements detailed in general obligation bond referendum question proposal that was presented at the February 5, 2007 special meeting? If so, is the TIF intended to fund all of these projects? Some of these projects? If some, then which ones, specifically?

    "Will a mechanism be put in place to prevent the transfer of funds from the general fund to a potentially inadequate TIF fund?" I asked this to the village in a private meeting [also attended by a couple of other CCR guys] and was told that this was a possibility. I think they'll try it if they're pledging to not use bonds, and before enough TIF funds would otherwise accumulate. They'll call it a "loan" to the TIF, but if the TIF underperforms, how will it be paid back?

    How can the Village adhere to B2 zoning ordinances now that the precedent for variances has been set with the VC? Is there a flaw in the B2 verbiage that needs to be amended? Could this be achieved within the construct of a TIF document?

    Lonnie -

    I believe that the village has said that the TIF fund will be pay as you go. Only money in the TIF fund will be used. The fund will not be able to borrow from other sources and to pledge future TIF money to pay it back. The money must be in the fund before it can be spent.

    HR - These restrictions on TIF funds can be written directly into the TIF Document, correct?

    Lonnie - In your experience with TIF's, have you encountered situations where TIFs are combined with other 'incentive' programs for development (i.e. Chicago's Green incentive, air-rights/ground-rights restrictions/incentives, PIF's etc) which would allow a TIF Document that is more restrictive to still be successful in encouraging re-development?
