How to deliver gov't service with less money?

    Yesterday, while driving through Wisconsin, I heard an interesting program about the problem of local governments having to provide services with less money - surprise, that's our issue , too :). This is a problem everywhere. I believe that consolidation with governments, schools included, was a big way to attain cost savings to maintain service levels w/ less.
