    VII. Resolution —“ Authorizing the Village Manager to execute a contract with Kane,
    McKenna to complete a TIF Eligibility report

    President Wiaduck introduced the item stating that a TIF is one of the potential financing mechanisms for the Village. There is a lot of analysis required but money was allotted in the budget for this purpose. The Village received six bids and the committee narrowed the selection to three with Kane, McKenna being the preferred vendor. Trustee Grace noted that they have a done more TIFS, and had a better presentation and seemed a better fit. President Wiaduck pointed out that this company stated they would also tell us if a TIF wouldn't work. Mrs. Rush noted that there is no creativity in the process; the statute is strict, but Kane, McKenna would identify in Phase One if this was viable. President Wiaduck clarified this process does not create the TIF; we are only doing our homework to see if we could qualify.
    The goal would be to have this completed by August. Board discussion followed regarding
    the financial aspects of the project. If a TIF is created all up front expenses would be recoverable. Trustee Grace moved to approve the Resolution —“ Authorizing the Village
    Manager to execute a contract with Kane, McKenna to complete a TIF Eligibility
    report. Trustee Scully seconded the motion.
    Ayes: Grace, Scanlon, Scully, Smith
    Nayes: Gustafson
    Motion carried.

    XI. Motion authorizing the extension of the URS/TPAP contract until February 28, 2006
    Ms. Rush noted the completion of the TOD plan, it is expected we will have the report by the end of the year, but in the event of changes or modifications, an extension is required to provide flexibility. She requested the Board's favorable consideration of this item. Trustee Scully moved to approve the Motion authorizing the extension of the URS/TPAP contract until February 28, 2006. Trustee Shields seconded the motion. Ms. Rush noted there is no cost to Village connected with this extension.
    Ayes: Grace, Gustafson, Scanlon, Scully, Shields, Smith
    Motion carried.

    Who are URS/TPAP, what have they done for (to) us, and how much have we paid them to do it?

    URS/TRAP did the TOD study.

    Boy, we sure use a lot of consultants in this village.

    Mrs. Rush noted that there is no creativity in the process; the statute is strict, but Kane, McKenna would identify in Phase One if this was viable.

    So we paid nearly $100k to have a consultant help us through a very well defined/strict statue...our tax dollars at work. But don't worry, it's probably "TIF reimbursable!"

    Wait, we PAID for a METRA-ORIENTED DEVELOPMENT PLAN? I thought that one was foisted on us by Metra free of charge. Perhaps it is time for a review. this is from the How Much Have we Paid thread:

    Camiros received $146,000 for B2 Zoning
    Associated legal and engineering costs, if any, not yet known

    Kane McKenna received $85K and climbing, for TIF
    Associated legal and engineering costs, if any, not yet known

      AND NOW:

    C. Transit Oriented Development Plan —“ the Plan is available for review/consideration.
    The staff would like to present the Plan for formal adoption via resolution on 3/20.
    The Final draft is before the Board, Village Manager Rush noted that she would like to adopt this at the March 20, 2006 Board Meeting and asked that any comments from the Board be submitted to her before that time.

    D. TIF update —“ see the attached TIF proposed boundary map as well as the schedule for
    meeting dates. Ms. Rush referred to the memo included and noted that this will be a complicated process requiring more discussion and meetings on the subject. She further stated that, if approved, the TIF needs to be established by Sept. 1st.

    (no mention of TOD or TIF in 3/20/06 minutes)

    Catherine - URS got between $75 and 80,000 as near as I can figure out. Purportedly $60 K, I think, was to come from Metra/RTA, so we had to pony up $15 - to $20K of Village funds. Ms. Rush states in her letter to me (#3) that this represents 98% of what the TOD Cost - so I guess if all that is accurate we spent less than $25K on that. Altogether the consultants, the lawyers, the accountants and engineers and whoever else got to "wet their beak" got in the neighborhood of $300,000-350,000 for the B2 Zoning, the TOD and this TIF. That's fom all sources. You could approximate it as $175 for the B2, $75 for the TOD and $100 for the TIF, which ain't done yet. Of course, as Fethers McGraw said, "It's reimburseable."

    F. BUILDING, PLANNING, ZONING AND PRESERVATION
    Ordinance Authorizing a Feasibility Study on the Designation of a Redevelopment
    Project Area within the Downtown Business District Trustee Grace introduced the item providing an overview of this next step in the TIF establishment process. She noted that this item is being considered as a result of the potential for 10 or more residents being relocated if the TIF eligibility study moves forward. Trustee Grace then highlighted some changes that the Village Attorney made on the copy of the Ordinance distributed this morning including slight modifications to Section 4 adding “and surrounding area— and Section 6 expanding the ability to recapture
    fees related to the TIF establishment. She also indicted President Wiaduck suggested a
    change in Section One to reword it to the “Board of Trustees— prior to the meeting;
    Trustee Smith clarified that we are not a Home Rule government and requested that
    language struck.
    Trustee Grace moved to approve the Ordinance Authorizing a Feasibility Study on the Designation of a Redevelopment Project Area within the Downtown Business District as amended.
    Trustee Shields seconded the motion.

    Motion carried.

    U. Resolution Authorizing An Increase In The Contract With Kane, McKenna and Associates In The Amount Of $7500 To $10000 For A Housing Impact Study (TIF District).
    Trustee Gustafson requested further explanation of the need for additional funds. Ms. Rush stated that the additional cost was triggered by the addition of a Housing Impact Study. The additional expense is still a budgeted item.
    Trustee Scully moved to approve the Resolution. Trustee Grace seconded the motion.
    All ayes.
    Motion carried.
