    X. Adjournment President Wiaduck requested a motion to adjourn noting a need for an Executive Session to discuss personnel. Trustee Scanlon moved to adjourn the meeting. Trustee Scully seconded the motion.
    Voice vote taken, all in favor, motion passed.

    President Wiaduck declared the meeting adjourned at 9:35 p.m.

    The meeting was reconvened at 9:50 p.m. with the following individuals present: President Wiaduck and Trustees Grace, Scanlon, Scully, Shields, Smith.

    Trustee Shields moved that a Special Counsel be employed for the purpose of TIF-related activities and that President Wiaduck be authorized to proceed with the hiring. Trustee Scanlon seconded the motion.

    AYES: Grace, Scanlon, Scully, Shields, Smith. Motion passed.

    Trustee Shields moved to adjourn the meeting. Trustee Scanlon seconded the motion.
    Voice vote taken, all in favor, motion passed.
    President Wiaduck declared the meeting adjourned at 9:55 p.m.

    B. Village Manager's Report
    1. Discussion Regarding TIF Establishment/Comp Plan

    Ms. Rush stated that typically, as a part of the TIF establishment process, the eligibility report can reference that the proposed TIF boundary is consistent with a Comprehensive Plan. The Village does not have a Comprehensive Plan, in the traditional sense, and is also considering a supplemental plan. KMA Associates and the staff suggest that the two planning documents, the B2 Ordinance and the TOD Study that are in place, be relied on to guide policy makers in discussions when considering proposed development or redevelopment opportunities. A letter to KMA Associates drafted by Village Attorney Dean Krone regarding the Village of Riverside Comprehensive Plan was presented to Board.

    Trustee Scully moved that the letter be directed to KMA. Trustee Gustafson seconded the motion.
    Voice vote taken, all in favor.
    Motion passed.

    Thanks you so much, KimJ, for uncovering this detail and presenting this for us.

    First off, the record shows that Trustee Scully deserves a NON vote, for his continued support of an ill conceived initiative for the Village of Riverside, including his resolution to allocate up to $10,000 of taxpayer money to displace over 10 residents (see 6/19/06) when there there was not a sufficient reason (a plan) for this. See next item. Non vote for not vetting (authenticating) this budget request properly.

    TIF - NO COMMUNITY SUPPORTED PLAN
    2nd, the 'TIF and a Plan to inform it' subject was brought up on 9/18/06. Very interesting. Now we see how KMA advised our Village that B2 and TOD were sufficient planning documents for the TIF. And our board just took this?

    9-18-06, then, is a key event in the our current community problem with the TIF. It is on this date where it was stated that the TOD would be used to specify how to spend the TIF mnonies. TOD was more of an inventory of possible options for the CBD, a starter study, if you will, and CERTAINLY was not community endorsed as a comprehensive plan, or even as a supplement to the Olmsted comprehensive plan.

    This tends to support the statement, a TIF is as good as the plan that informs it.

    Later, in the workshops, we found that the TOD vision was nowhere near the vision that the community wanted.

    Later, we heard the Village Manager say that the Village is not wedded to any particular vision.

    Also, later than 9/2006, the Village Manager said that the TIF would operate opportunistically, providing a steady stream of money so that the Village would have it as opportunities come up.+ This sounds like they are making this up as they are going along, both in the process of trying to get this TIF enacted as well as in the future execution of the TIF, if enacted.

    Of all the criticisms of the TIF, this one seems to be the biggest.

    Everyone: the establishment of this TIF would not be a good thing for our Village to do at this time. What we know it will do, or might do, we do not want; and, what we do not know it will do, will hurt us.

    Vote No to the referenda questions on April 17.

    The Redevelopment Plan is proactive. It considers the opportunities that might occur where the Village can actually partner and improve the development or redevelopment that results from market conditions.
