    ChrisH - I am not ducking your request but am trying to get out of town for the New Years holiday. Hopefully we will all take some time away from this website which has clearly become an obsession for a bunch of us. I want to be careful and not post a few right away, because I don't want the response to be "that was all you could come up with?". Call me paranoid. I also prefer to do a little research before posting a link to make sure I understand the full story. This takes some time.

    Here is an article that talks about how the town of Geneva is using some TIF funds for lighting in their downtown and along the river. I am posting it because Geneva strikes me as another good example of a town like Riverside that has used a TIF.
