There is a discussion of Flossmoor on another thread.

I have no idea if any of these are successful in Riverside terms. I will be spending some of my holiday week considering it.

Yes, that is a great link. I can't figure out what the town is, but here are two example posting from this week:

    "Jim

    How about this ---

Hold an advisory referendum in March. Asking everyone who is impacted to weigh in on the matter. I mean everyone. All of Woodland, Grayslake High, and Milburn school district residence and Lake Villa Fire Prot. Dist. , Lake Villa Library, and whoever else. Then you will get a true idea what is good for the public.

Driving past the location the other day, I find it hard to believe that it is being considered blighted. There are a few houses that could be fixed up but they are not even close to being blighted and how can open land/field be blighted. Even if it floods, that is nature at it's best and easily fixable by a developer with a retention pond or better drain tiles.
When I think of blighted I think of the case a few years ago in Zion when they demolished apartment buildings and whole blocks worth of buildings to build better. Blighted in Chicago = Cabrini Green not Open land. Of course your consultants would say it was blighted, they are your consultants."

"I am also gratified that people are asking questions about the facts surrounding this plan. Recognize that there are very few FACTS. What you will find in the consultant's reports (even our consultants) are estimates and opinions. I do not see how you can get "unbiased" information. Lindenhurst will gain a significant amount of increased sales tax revenue (without waiting 23 years)if this goes forward so it is hard to say their information is unbiased. I do not believe we have provided misinformation nor biased information rather we have presented our side of the argument. If you choose not to believe what we have presented, so be it.

We would like to see Village Green happen, but not with a TIF.

You may want to check out the census that the Village of Glenview performs every year in the Glen (another Oliver McMillan TIF project) to see how many students are being generated. The 2006 census shows that the rowhome portion of the development is generating students at 3 times the rate that the Village of Lindenhurst's consultants estimate. I was unable to post the link here. Go to Glenview's website and click on "About Glenview" and open the tab on "The Glen" and then go to the tab on "DOWNLOADS" at the bottom of the screen. You will see a census from 2004, 2005, and 2006. This is factual, recent data. We believe it more accurately forecasts the number of students Village Green will generate.

We do not believe this project meets the State law's requirements for a TIF. The Village's consultant says it does, our consultant says it does not. It will likely take a uninvolved 3rd party to make that determination."

ELMHURST: Well, it appears their TIF has made boatloads of money for the town. Does anyone know how it looks? I haven't been to Elmhurst in about 10 years. I recall they had an attractive historic area of downtown, including I think near the tracks, but also that York Avenue or parts of it were a congested nightmare. York appears from this map to be the main street.

GENEVA: My husband grew up in Geneva and has a studio there. He laughed at the idea that any part of Geneva was run down or blighted, hence in need of a TIF. (Nevertheless they have them.) He did say that new development was happening there, that it look good, that he noted perhaps one building of three stories, the rest were two stories. He said when Geneva has new building they get it right with no out of scale height, bulk or inferior building materials. He is going to check out the TIF areas further. So it sounds like they have good and strict building ordinances.
