Actually we first heard about this from a family on Delaplaine. He was worried that the TIF discussion would overshadow this concern. And the boy who was killed on Delaplaine was not near Harlem - he was west of the ball field.

OK. One could also say Harrington Park had nothing to do with stop signs either. Still I cannot think it would be helpful; it is not pleasant to live on one of the cut-through streets.
I heard about it at a board meeting, but I did not hear anyone comment on it.

It was noted by a Delaplaine resident who spoke at the Board meeting to keep the stop signs, that removing the stop signs would encourage more cut-thru's off of Harlem. He said he already sees tons of cut thru's NOW. He noted that these cut-thrus do not add any value to Riverside. They do not stop and spend money, for example. THey just go to 31st street. This resident also noted that the fatalities on Delaplaine were both cut thru drivers - one impaired.
I will reiterate: I believe this stop sign issue goes along with the TIF discussion. There is the radical Village hunger for money -which then asks the question, Why?

I just reread the link I posted above. In it, Katy Rush states that there will be a public meeting scheduled to discuss this issue before it is voted on.
"Ms. Rush stated that she will commission a traffic warrenty study. In the future, a meeting will be scheduled to discuss the subject publicly prior to developing a Resolution for the Board to consider at its next meeting."

MikeT, what they want is money to repave the street; they don't care about the stop and spend. I recall that some years ago the people on Riverside Road had to pay to have their street repaved, only to have it, as a result, better serve as a shortcut from 1st to Harlem and Ogden. I remember a friend's dog hit there as a result. It was a bloody traffic jam there.
It must be then that they plan a separate meeting for Delaplane; I doubt this was it. I doubt also that it will do any good, unless the residents are prepared to pay for it themselves. More and more traffic is on the menu for this town. I could not even back out of space in front of First American on a weekday afternoon recently. New condo owners will have cars, even if they take the train to work. How many people even work downtown anymore?

I just noticed this re Gustafson. So we do not know whether they are discussing the TIF after the election or at the next COW meeting. I would hope they will wait for the referendum and the 2 trustees that would actually be on watch.
What are these real estate acquisitions they are frequently going into Executive Session about? There are some houses on the south side of Burlington, beyond the CBD but in the TIF area, that look as if they are empty.

"Meanwhile, the public will get its first formal look at the TIF proposal in late June at a public meeting hosted by village officials. The date of that meeting has not yet been set." From the May 23, 2006 Landmark.
That meeting was never held. I wonder if there really will be a meeting to discuss the traffic study on Delaplaine, or if that was another case of saying one thing (perhaps to appease the public) and not following through.

One of the things I tried to point out in the above post was that there were two different things said at the board meeting yesterday:
1) in response to ms gustufson, at the start of the deliberations, it was said that it would be taken up after the elction in the late April. BTW, it was a full house, SRO, with people hanging outside.
2) in response to Mr Shields at the very very end of the whole meeting, after most of the people left, except for myself and a few others, it was said that it would be discussed / taken up at the next board meeting, the April COW (1st week).

DELAPLAINE
I gathered that the project to try to get the Fed funds for Delaplaine by removing the Stop Signs was dead. Mr Houlihan came right out and said that he did not want to spend any design money on something we were not going to pursue. If this is an incorrect interpretation, someone can clarify.
One question I have for Delaplaine project:
How badly is the road in need of repair?
Are there meteor sized pot holes there, or
is it just hard to go fast since it is pot-holey?
If the latter, why not just let it be? Bohemian speed bumps. :) You just saved $450,000, saved some number of lives, and helped retain a bit of the slowness of our town's character.
BTW, fyi,
The possibility of installing speed bumps was brought up and was decided against due to the imposition on proper emergency vehicles. We had talked about speed bumps in this forum previously.

Yes, MikeT, I realized the contradiction you were pointing out about the TIF discussion. I wish people would just push right into the room instead of standing in the hall. They have just as much right to be there as the trustees do. If there is a fire code problem, they should move the meeting.
Well, maybe they are not doing the study, but obviously the issue of federal funds and removing the stop signs is not dead. Interesting point about the speed bumps: OK.

I had suggested the use of Federal Aid Urban (FAU) funding for resurfacing Delaplaine Road. Under this program federal funds pay for 2/3 of the resurfacing costs for qualifying roads. We have used this program to resurface several roads in the Village(e.g. Forest, Burlington, East Quincy, Addison). As with any grant, there are caveats and stipulations. In the case of Delaplaine the requirement for STOP sign justification (warrant analyses) was an obvious concern. The board directed a study to determine the prbability that existing 4 way STOP controlled intersections would be warranted. The results were that at least 4 existing 4 way STOP controlled intersections would have to be modified to 2 way STOP intersections. The President and Board of Trustees have directed me to cease efforts in pursuing FAU designation for Delaplaine. The $435,000 in federal funding was not worth the cost. The matter is closed.
