I called the state board of education and I found out that:
1. There is no cap on the amount of surplus they can accumulate
2. He had never heard of a referendum to reduce the amount of the tax levy.
3. The gentleman I talked to suggested working with the board to reduce the levy.
He suggested reviewing the Illinois department of revenue web site for details on property tax levies. They are the same for all taxing bodies.
