In fairness, there's no indication yet that the Board--or more correctly, the RCA Board members--will be going ahead with this. The fact that they posted the opinion the the web site is not, in and of itself, indicative of their intentions. I'd hope that after reflecting on the public opposition demonstrated at the Board meeting when the issue was raised and having had time to have thought about the issue, they'll have second thoughts and drop this idea.
It's also conceivable that in the interests of public participation and open government, the RCA Board members will seek to put this to referendum. Indeed, since the RCA Board members were deeply involved in the TIF and Tax referendums, I'd think that they understand the value of letting the citizens have a say on issues as important as this before they decide to go forward.
I'm also certain that if they do decide to push this through--either with or without a referendum--the RCA Board members will present a more compelling argument than "It will save us money," because it is clear that this is completely false. They certainly wouldn't try to mask a naked power grab in the garb of fiscal responsibility, would they?
