    One may speak to the Agenda items at a Special Meeting:

    Guidelines for Village Board Meeting Participation
    Adopted by the Village of Riverside, Board of Trustees on April 3, 2007
    1) Public comment is encouraged and an opportunity is provided at all regular and
    special board meetings. Public comment at the Committee of the Whole meeting
    sessions will continue to be limited to invitation. Comments at Special
    Meetings will be limited to those items on the preprinted agenda.

    Comments and suggestions on any topic are welcome at any Regular meeting.

    2) Individuals are encouraged to pre-register to speak at board meetings. Those
    who pre-register prior to the meeting during office hours will be offered the
    opportunity to speak first. Public comment for any meeting will be limited to a
    total of 60 minutes. Each speaker will be limited to a maximum of 5 minutes (one
    opportunity per person). This time limitation will be strictly enforced by the
    meeting chairperson.

    3) If you have not had the opportunity to pre-register to speak with the Board, you
    may fill out a speaker request form the night of the Board meeting. Please provide
    the “yellow— form to the Village Clerk. The Clerk sits adjacent to the Village
    Board dais.

    4) Forms are available prior to the meeting. Please visit our Village web site at
    www.riverside.il.us, or you may phone (708) 447-2700 x. 254 the office. An
    email notice is also acceptable to bheinrich@riverside.il.us. The Village
    Manager's office is open from Monday to Friday, 8:00 a.m. to 5:00 p.m.

    5) Elected officials shall refrain from engaging with the speakers unless
    something patently false is stated. Public comment is not a time for debate
    between the public and the trustees, but for constituents to tell the Board what
    they think.

    6) Board meeting participation guidelines may be modified from time to time by
    the Village Board. Modifications to the guidelines shall be widely publicized
    including but not limited to the Village Webpage, material posted at each
    meeting, eflash process and a press release.

    The use of text amendments to change the code in order to massage some single developer is improper. Riverside has a long established standard for things like pavement, and this should not be atered to accommodate some trendy look. Inserting "pavers" into the sidewalk in front of the oversize VC will further erode and unbalance the unique cohesive flow that previously existed between "town" and the residential zone along Longcommon. Worse, it will set a precedent for all subsequent structures in the CBD. Likewise, the insertion of some other type of "pavers" into Pine and East Avenue will not effect a visual link up with the brick paving of the railroad platfor, but further divide it because the material will be necessarily different, the divisions in height and materials - the concrete steps and curbs - will still be there, and the new "pavers" will need to have traffic demarcations painted on them. This is utter folly. Worse, it is incredibly bad taste. Riverside may be old and somehwat worn, but is genuine and recalls a different time that is true to its design, history and development. This insertion of wholly unsuitable paving materials and patterns will simply create visual chaos and detract from what is, or was before the VC was plopped down in it, a unique reminder of a gentler time. This should be resisted by all who value Riverside for what it is - a unique and beautiful place to live.

    Interesting that the use of pavers was approved unanimously by the Plan Commission but not one of the Trustees would even make a motion to approve them at the Board. Shows how that deck has been shaved. Now, if the Board approves it and Preservation says OK to the amended site plan review, we will get a larger tower on the VC, that will exceed the allowable by more than 10 ft., I guess. This is the absolute nadir of development management. Mr Cariello correctly brought up that the inference that they have the proper variation for all the parcels that comprise the Village Center can't be correct, but they pay him little mind. It will be too bad when somebody involved in financing opr titling those condos brings action againstn the developer for selling them something they don't have properly zoned, and then the developer sues the Village. It's akin to having to kick back the fees to the Delapaline Crossing developer because of Village error.

    Was Mlade shopping his paver issue to Planning when the Board has already spoken? Perhaps Planning had not heard and failed to remove it from the agenda.

    The Board correctly agreed that we cannot have a crazy patchwork quilt of various sidewalks interrupting the flow of the of the CBD or in the village. I do not understand. Is this pavers near Centennial?
