The Redevelopment Plan that isn't?

    This document, which is really nothing but a legal way to qualify this TIF, calls the Swan Pond blighted (because it floods) and states that the park needs to be redeveloped. The Swan Pond, like the forest preserve on the other side of the river, like Indian Gardens, like the land across the river next to First Avenue, like the area adjacent to Salt Creek, floods when there is high water in the river. It does not flood more or less than any of these other areas - it just does what all land adjacent to rivers does. It floods, and then dries out. If it was left to be the tranquil, natural area that it was intended to be, and to turned into a soccer field or riverwalk attraction for visitors it would be perfectly OK. Using the Swan Pond's natural flooding to qualify this TIF and then push some crazy redevelopment scheme into it is intellectually dishonest. One can only wonder at the motives of people who think like that, or who spend thousands to develop a zoning code and then hand out variances without any proof of hardship as required. People need to ask why and start digging out the answers.
