No luck here, either. I'm sure it's available at the library, though. I'll check today.

Still no luck. I went to the library and took a look. Basically, the Ordinance, as expected, completely guts the Rec board, replaces it with a powerless commission, and vests authority over parks and rec to the village manager and village board. To my mind, it really begs the question of why we even need a parks and rec commission--they'll be completely powerless, lack any authority and won't be able to do anything other than make recommendations. Any suggestion from the president or trustees that this change to the Ordinance is meaningless and won't have any impact on the delivary of recreational services is false--the new Ordinance will completely change the way Parks and Rec is administered in this village.
Of course, I'd imagine that the Village Board will wait for the results of the referendum before voting. To do otherwise would be the height of hypocrisy, particularly for Trustee Reynolds and Trustee Sacchi, whose enthusiastic support for other non-binding referenda is a matter of public record.
Also a matter of public record is the board majority's habit of ignoring commission recommendations.

RCA wants the Parks and Recreation Department to not just survive, but thrive, as a self-sustaining department that does not need tax dollars to support itself. RCA feels that the Parks and Recreation Department is an important part of Riverside's community.
Reverse the trend of spending more than the village takes in to address the so-called “structural deficit” and create a long-term, sustainable budget and level of service.
Put significant capital improvements to a referendum, undertaking multi-million dollar projects only with voter approval. If these projects are truly needed, then the village government should be able to make the case to residents.
While the Parks and Recreation Department is not a multi-million dollar project, the residents have gathered enough signatures to put the question to a referendum. The current leadership, through their campaign rhetoric, espoused the use of referendum in decision making. Now is the time for the village leadership to follow through on what they campaigned on and defer any decisions regarding Recreation until after a referendum. Not that a referendum is needed based on the number of citizens opposed to the boards' plan.

The platform also calls for village-wide referendums on major expenditures, "any time we will be spending a significant portion of taxpayer dollars," said Shevitz.
The restoration of the water tower and the construction of the public works building could be examples of such spending, Shevitz said. Neither project required the village board to ask voters for a referendum to move ahead.
"If it's a good idea, taxpayers should have a say in that," Shevitz said.
