    This kind of thing happens at odd intervals - usually when it is bitter cold or on holidays.

    No apparent provocation for water main break. Again, I do not understand how we can think of spending for anything other than public safety, infrastructure, and property value enhancing trees when we appear to have no money for anything else. Am I missing something?
