Why are residential properties included in a Commercial TIF district?

    I have asked this question in the huge thread called 'hidden cost of the TIF' and still am not clear on the answer. It s/b a separate thread.

    I know the answer to this question for 56 Pine and 60 Pine (parking garage because of the TOD); I think that the two Burlington properties are in also due to TOD citation for a pedway, I think).

    However, why are the other residential properties, such as those on south Pine, included?

    Same question for Burlington properties that are west of the two I just cited.

    I heard it said it is for satisfaction of a contiguity requirement, but I am not clear on this.

    Mike, there is a copy of the TOD on the website that is in color and searchable. Here is a link http://tinyurl.com/y2dr5k . It's probably an older draft copy: there are dates on some pages of Feb 2006 and some of the graphics say April 2006. Not sure how up to date it is.

    BUT, take a look at color figure 2-11 and the outline of the CBD (dotted/dashed line.)

    It does not appear to me that any of the residences on Pine are included in the CBD in this graphic. The houses are outside the orange, green and red colored sections (another nice reason to use this copy of the TOD rather than the scanned copies.) The houses east of the Post Office are not included in the CBD in this graphic either.

    They are all now included in the proposed TIF, so I'm not sure when or why they were added. As KMA stated before, you can reduce the scope of the TIF but you can't increase it beyond the proposed boundaries (or something to that effect.)

    Very interesting. Would that were the final tod draft. I would like a complete history or provenance of the TOD. It would be nice to have that on this web site. Chris, you seem like a good digger into things digital. If you find anything, please let us know. I will also try to get the provenance.

    You all can enjoy Christmas, but I cannot enjoy Christmas until I find out the secret of the DaVinci code (the TOD/TIF). Maybe it is located under the third plank in room 4 of TownHall, probably protected by a blind Albino Mouse.

    Can ANYONE read very small braille?
