The TOD Plan, formally passed by our Board of Trustees May 26, 2006, includes parts of Swan Pond, the natural areas around the Riverside end of the Swinging Bridge, and the natural area next to the Riverside Swim Club. See the proposed TIF district boundary map.

  1. The TOD plan section 6-3 recommends “Beautification” of the riverfront, including a river walk and a fishing pier.
  2. Funds generated by the TIF district can only be used w/ in the district. The TOD plan, formally passed by our Board of Trustees May 26, 2006, recommends a hotel/convention center be built by a developer on the site of the former Public Works building.
  3. Harrington Park is in the TOD plan section 6-2 as an option for a Community Center.
  4. “Thus, as it currently stands, the village could change the use of Harrington Park…” This is found because, “the land for Harrington Park was acquired free of any use limitations and the village has not manifested any intent that the land be limited to its current use.” You will find both statements on page ten of this July 18, 2003 memo entitled “Legal Status of Parkland in The Village of Riverside.”
